On August 14, the Changchun Institute of Applied Chemistry (CIAC), Chinese Academy of Sciences, held its first institutional briefing meeting of 2026. The meeting was attended by members of the institute's leadership team, directors and deputy directors of laboratories, heads and deputy heads of administrative departments, general managers and deputy general managers of affiliated companies, general secretaries of Party general branches, secretaries of Party branches, chairpersons of trade union branches, senior and above professional and technical personnel, all staff members of administrative departments, and backbone personnel from support and industrial departments. The meeting was chaired by Wang Xiaohui, Deputy Secretary of the Party Committee (presiding over the work) and Deputy Director of the Institute.

At the meeting, Director Liu Jun, on behalf of the institute's leadership team, delivered a briefing covering two aspects: key work progress in the first half of the year and priorities for the second half. He highlighted major breakthroughs in scientific research, notably that the project "Breakthroughs in Performance of Ultra-High Specific Energy Lithium-Air Batteries and Establishment of New Systems" was awarded the Second Prize of the 2025 National Natural Science Award. The synthesis technology for 100,000 tons per year of rare earth cis-butadiene rubber has achieved the leap from original laboratory innovation to ten-thousand-ton-scale production, providing critical technological support for serving national strategies. The world's largest single production unit of 50,000 tons per year poly(propylene carbonate) (PPC) was successfully commissioned in June this year, marking a new breakthrough in the field of CO₂-based biodegradable plastics. The institute also won a bid for a significant national mission and became the sole supplier, fully demonstrating CIAC's irreplaceable role in serving major national strategic needs.

Liu Jun pointed out that in the first half of the year, the institute's consolidated revenue increased by 38% year-on-year, with research project funding up 25% year-on-year. The number of national-level talent program appointees reached a historic high. The "Three Reforms" advanced steadily, with comprehensive completion of the compensation system reform and the science and technology evaluation reform. Thirteen new research centers were established to form a new pattern of scientific research organization aimed at enhancing systematic problem-solving capabilities. Liu Jun emphasized that, building on the continued positive development momentum of the institute in the first half, the second half will further focus on precise efforts in securing major scientific and technological missions and attracting high-end talents, ensuring high-quality completion of all annual goals and tasks.

Wang Xiaohui emphasized three points in implementing the spirit of the meeting. First, elevate awareness and strengthen mission responsibility. All staff members should continuously enhance their sense of responsibility and initiative in serving major national strategic needs, closely focus on the core goal of seizing commanding heights in science and technology, strengthen collaborative research capabilities, and continuously improve core competitiveness with steady and persistent efforts. Second, benchmark against targets and ensure task implementation. All departments should, in alignment with the key work deployments at both the Academy and institute levels, systematically review their key tasks for the second half of the year, and implement them with the spirit of driving nails, striving to achieve a good start for the 15th Five-Year Plan period. Third, unite efforts and foster an atmosphere of striving forward. Party organizations at all levels should earnestly implement the work deployments of the Party Leadership Group of the CAS and the Party Committee of the Institute, taking the study, publicity, and implementation of Xi Jinping's thoughts on Party building as the main thread, consolidating the achievements of the education on the correct view of political achievements, further consolidating the ideological and organizational foundations for reform and development, creating a strong atmosphere of entrepreneurship and innovation, and uniting efforts to overcome difficulties in achieving the annual goals and tasks.
