CIAC Successfully Hosts Academic Exchange Conference on Excellence Operation and Innovative Management of Public Technology Centers

From May 14 to 16, the Academic Exchange Conference on Excellence Operation and Innovative Management of Public Technology Centers was held at the Changchun Institute of Applied Chemistry, Chinese Academy of Sciences (CIAC, CAS). The conference was hosted by CIAC and organized by its Public Technology Center, with strong support from the Chinese Academy of Sciences, the Jilin Provincial Department of Science and Technology, the Changchun Municipal Bureau of Science and Technology, the National Science and Technology Resource Sharing Service Engineering Technology Research Center, and the Zhongguancun Guoji Conditions and Science and Technology Resource Sharing Service Innovation Alliance, among other institutions.

The opening ceremony and keynote reports were chaired by Yi Zhuo, Deputy Director of CIAC. Distinguished guests attending the opening ceremony included Liu Jun, Director of CIAC; Researcher Xu Zhenguo from the National Science and Technology Infrastructure Center (online); Senior Engineer Zhang Hongsong from the Science and Technology Infrastructure Bureau of CAS; Fu Shuai, Deputy Director of the Jilin Provincial Department of Science and Technology; Zhang Yongchao, Deputy Director of the Changchun Municipal Bureau of Science and Technology; Zhang Shitong, Director of the Resource Coordination Division of the Jilin Provincial Department of Science and Technology; Jia Zhilei, Director of the Jilin Provincial Science and Technology Innovation Platform Management Center; and Li Guiping, Founder and Chairman of Yisu'an Technology. In his address, Director Liu Jun noted that public technology centers serve as critical support platforms for scientific and technological innovation. CIAC has always adhered to resource coordination, open sharing, and service innovation, and has continued to promote reform and quality improvement of its public technology center. He expressed the hope that this conference would serve as a link to strengthen exchanges and mutual learning among peers nationwide and jointly enhance the support capacity and service standards of research platforms.

Fu Shuai stated that Jilin Province attaches great importance to the open sharing of research infrastructure and large-scale instruments, and will continue to strengthen policy safeguards and resource coordination, supporting the coordinated development of various innovation platforms. He hoped that participating experts would offer valuable suggestions to advance Jilin's scientific and technological innovation and platform development to new heights.

Xu Zhenguo, on behalf of the National Science and Technology Infrastructure Center, extended congratulations on the convening of the conference. He noted that promoting the open sharing of research facilities and instruments and enhancing the operational efficiency of public technology centers are important measures to strengthen national strategic science and technology forces, and expressed the expectation that the conference would produce more replicable and promotable experience and models.

During the conference, with the witness of all participating guests, Liu Jun, Fu Shuai, Zhang Yongchao, and Li Guiping jointly unveiled the Instrument Maintenance Workstation at CIAC. This initiative will further integrate resources, strengthen multi-party collaboration, and lay a solid foundation for the efficient and stable operation of research instruments, the systematic construction of maintenance support systems, and deep cooperation among industry, academia, and research.

During the keynote report session, multiple authoritative industry experts delivered high-level presentations, providing accurate insights into industry development trends. Xu Zhenguo systematically interpreted the latest policies on open sharing of research facilities and instruments, clarifying institutional directions and development requirements. Liu Jingyu, Director of CIAC's Public Technology Center, shared the center's reform experience and innovative development ideas based on practical implementation. Zhong Cantaо, Deputy Director of the Laboratory and Equipment Management Department of Peking University, focused on the current state of public platforms for research instruments and provided in-depth analysis of intelligent construction pathways.

On the afternoon of May 15, the Seminar on Excellence Operation and Innovative Management of Public Technology Centers was held as scheduled. The seminar was co-chaired by Zhang He, Deputy Director of the Laboratory Management Office of Jilin University, and Li Jinyu, Director of the Public Technology Center of the Institute of Modern Physics, CAS. Experts and scholars from institutions including the Nanjing Institute of Soil Science (CAS), Huazhong University of Science and Technology, the Institute of Microbiology (CAS), Shandong University, the Institute of Process Engineering (CAS), Wuhan University, and the Biotechnology Research Institute of the Chinese Academy of Agricultural Sciences delivered specialized reports on topics including platform construction, full lifecycle equipment management, institute-level center operations, support system development, institutional mechanism innovation, talent and research empowerment, and resource data activation. Zhao Peng, Technical Director of Hangzhou Puyu Technology, and Li Guiping, Founder of Guangzhou Yisu'an Electronic Technology, shared insights on domestic substitution of high-end research instruments and integrated instrument maintenance solutions from the perspectives of domestic research instrument enterprises and third-party instrument service enterprises, respectively, providing industry perspectives and technical support for the high-quality development of the sector.

On May 16, two parallel forums were held simultaneously, precisely empowering innovation in specialized fields. At the Public Technology Center Management Practice Exchange, Li Song, Director of the Science and Engineering Experimental Platform at Beijing Normal University (Zhuhai Campus), delivered a keynote report on "Open Sharing and Efficiency Evaluation of Large-Scale Instruments." More than 30 expert representatives from universities and research institutes engaged in in-depth discussions on pain points and challenges in the physical operation of public technology centers, the intelligent classification guide for public technology platforms for research instruments, and other topics, jointly discussing industry standards and promoting mutual exchange of experience. At the High-End Research Instrument Frontier Technology Exchange, CIAC Public Technology Center technical staff and domestic instrument enterprise representatives conducted in-depth exchanges on platform technical capabilities, instrument development, technological innovation applications, and domestic instrument iteration and upgrades, supporting the independent innovation and domestic substitution of research instruments.

During the conference, participants visited CIAC's Science and Technology Exhibition Hall, Public Technology Center laboratories, the "AI-Electrochemist" Smart Laboratory, SPF-level animal laboratory, and other platforms, gaining firsthand understanding of platform operation management and technical service capabilities. The conference simultaneously held a high-end research instrument and CIAC achievements exhibition at the Education Building, showcasing advanced research instrument equipment and innovative achievements, and comprehensively demonstrating platform construction effectiveness and technological development potential.

This conference, characterized by its high level, broad coverage, strong professionalism, and outstanding practical value, established a high-level industry platform for policy interpretation, technology sharing, experience exchange, and industry-academia-research collaboration. The conference further clarified the of standardized, efficient, and refined operation of public technology centers, defined the development direction of intelligent, domestic, and autonomous research instruments, and deepened practical cooperation among research institutes, universities, and science and technology enterprises.

All participating institutions will take this conference as a new starting point, continue to promote the open sharing of large-scale research instruments, continuously improve the public technology service system, strengthen the independent innovation and technical support capabilities of high-end instruments, and inject stronger momentum into China's science and technology infrastructure development and high-quality scientific and technological innovation.
